Permissions and Restrictions on Merge Activity | Permission Templates

Query
- A few sales user's are able to directly merge leads without any permission or restrictions set on them. How do we setup the same? 

Alternate Query
- When attempting to Merge 2 leads, a user gets an error telling they are unauthorized. All permissions are enabled and no restrictions are imposed on the user. 

Workflow Solution
There is no particular limitation that we directly set on a Merge activity; 


But since the highlighted permission template has restrictions set on the Lead Field on an "Edit" level(through partial access), no user with said template should be able to Merge 2 leads. They should be getting the below response;
