In the SIERA report, the user was able to see only a limited set of users—specifically, those reporting directly to them. However, the customer’s requirement was to view all users in the report.
Upon verification, we confirmed that there were more than 50 active users present in the tenant.
After reviewing the report configuration, we found that the Hierarchy Level setting was enabled in the CRA report.
When this setting is enabled, the report displays data only for:
The logged-in user, and
Users who directly report to them
Users who are not part of the reporting hierarchy under that user are not shown. This is the expected system behavior when the hierarchy setting is enabled.
We explained the behavior of the hierarchy setting to the customer and suggested the following options:
Disable the hierarchy level setting in the CRA report to view data for all users.
Alternatively, continue using the hierarchy setting if the requirement is to view data only for reporting users.
